That is a probably copy of Xian varior. One of towsen founded in Quiiouandi first China empreur's tombe, the one who reunified China.
I have seen one in Nara, Japan, in front of an hotel construct by chineses.

Everything in the photo looks nice and old, but the bus reflected brings us back to the present.
